NTUC states that members must meet the following conditions:
Maintain paid-up NTUC membership before the course begins
Remain a paid-up member throughout the course and at the point of claim
Begin the course within its UTAP-supported period
Achieve at least 75% attendance
Sit for all prescribed examinations, if applicable
Not receive full course funding from an employer or another funding source
Submit the claim within six months after course completion
